Requires each legislative appropriations bill for fiscal year 2020-2021 and thereafter to contain appropriations for only one state department or agency, in compliance with the state constitution's single object provision.

Allows an exception for the general government annual appropriations bill, which may contain appropriations for eight specified departments and offices: Attorney General, Civil Rights, Executive Office, Legislative Branch, Technology Management and Budget, State, Talent and Economic Development, and Treasury.

Exempts supplemental appropriations bills from the single-department requirement.

Declares that any appropriations bill violating these requirements is unconstitutional, void, and unenforceable under Article IV, Section 24 of the Michigan Constitution of 1963.
