Defines dyslexia as resulting from deficits in the phonological component of language that are often unexpected relative to other cognitive abilities and effective classroom instruction.

Notes that secondary consequences of dyslexia may include reading comprehension problems and reduced reading experience that can impede vocabulary and background knowledge growth.

Takes effect 90 days after enactment, contingent upon passage of Senate Bill No. ____ or House Bill No. 6606.
