Recognizes that Michigan counties, cities, and villages reduced general services in Fiscal Year 2018 due to economic conditions rather than intentional law enforcement cuts.

Allows counties providing secondary road patrol services to cities and villages to remain eligible for secondary road patrol funding under MCL 51.77 despite reductions in sworn officers, provided the reductions were due to economic conditions.

Waives the maintenance of law enforcement effort standard under MCL 51.76 and MCL 51.77 for FY 2018, which would otherwise void road patrol agreements if jurisdictions reduced sworn officers below the highest number employed in the preceding 36 months.

Affirms that counties, cities, and villages have met the necessary terms of their road patrol service agreements and secondary road patrol funding requirements for maintenance of effort purposes.
