Proposes creation of a PFAS Scientific Advisory Committee with equal representation from government, academia, and industry experts in analytical chemistry, environmental fate, toxicology, epidemiology, and risk assessment

Directs the Advisory Committee to conduct non-biased scientific risk assessment of PFAS chemicals, including review of the EPA's current drinking water health advisory level of 70 parts per trillion (ppt) for PFOS and PFOA

Requires state departments to determine the nature and extent of PFAS contamination, responsible parties, public exposure levels, and identify sites with complete exposure pathways

Establishes that the EPA's 70 ppt drinking water health advisory level should be used for interim cleanup actions until the Advisory Committee completes its review and recommendations

Directs the Michigan PFAS Action Response Team to incorporate the Advisory Committee's science-based recommendations into the state's PFAS action plan, including stakeholder input and review of existing partnerships and capabilities
