Proposes creation of a PFAS Scientific Advisory Committee comprised equally of experts from government, academia, and industry specializing in analytical chemistry, environmental fate, toxicology, epidemiology, and risk assessment.

Directs the advisory committee to conduct a non-biased scientific risk assessment of PFAS chemicals, including review of the EPA's current drinking water health advisory level of 70 parts per trillion for PFOS and PFOA, and to recommend any new standards for Michigan.

Requires state departments to determine the nature and extent of PFAS contamination, responsible parties, public exposure levels, and identify sites with complete exposure pathways.

Directs the Michigan PFAS Action Response Team to develop a state action plan incorporating the committee's scientific findings and including stakeholder input from industry, academia, and non-profit organizations.

Proposes use of the EPA's 70 parts per trillion drinking water advisory level as the interim standard for cleanup and response actions until the scientific committee completes its review and provides recommendations.
