Declares April 22-29, 2018, as Black April Memorial Week in Michigan to commemorate the 43rd anniversary of the fall of Saigon and end of the Vietnam War on April 30, 1975.

Honors the sacrifices of American and Vietnamese service members, with over 58,000 Americans and 275,000 South Vietnamese soldiers killed in the Vietnam War.

Recognizes the contributions of Vietnamese refugees and immigrants who fled Vietnam in multiple waves (1975-1990s), with more than 1.7 million Vietnamese immigrants now residing in the United States and over 17,000 in Michigan.

Acknowledges Vietnamese-Americans' integration and achievements in American society across business, science, medicine, government, military, and cultural fields.

Commemorates the resilience of Vietnamese-American communities and honors their sacrifices for freedom and human rights.
