Directs impeachment of Theresa M. Brennan, District Court Judge for the Fifty-third District Court, for corrupt conduct in office and crimes and misdemeanors based on Formal Complaint No. 99 amended July 23, 2018.

Article I charges Judge Brennan failed to disclose personal relationships with witnesses, counsel, and litigants in multiple cases, including relationships with Michigan State Police Detective Sergeant Sean Furlong (People v Jerome Walter Kowalski), attorney Shari Pollesch (five cases), and Francine Zysk (two divorce cases), and made false statements under oath to the Judicial Tenure Commission.

Article II charges Judge Brennan demonstrated a pattern of unethical behavior including failing to timely disqualify herself from her own divorce case, making false statements during depositions, violating MCL 722.716(4) paternity test timeline requirements, and treating litigants and attorneys unprofessionally in multiple cases.

Authorizes the House of Representatives to elect three members from its body to prosecute the impeachment and prepare the Articles of Impeachment for presentation to the Senate.
