Clarifies that net proceeds from licensed events must be devoted exclusively to lawful purposes of the licensee organization, with only reasonable expenses permitted (equipment, prizes, venue rental, janitorial services, and license fees).

Updates penalties for violations, including misdemeanor charges ranging from 6 months to 2 years imprisonment and fines up to $2,500, with enhanced penalties for false statements on applications, cheating, and age-related wagering violations.
