Prohibits minors from purchasing, possessing, or using tobacco, vapor, or alternative nicotine products, with penalties of up to $50 fines and required community service (16-48 hours) or health promotion programs.

Provides exemptions for minors participating in authorized undercover enforcement operations by law enforcement or employers and compliance checks for federal substance abuse block grant requirements.
