Prohibits public employers (local units of government, school districts, intermediate school districts, and intergovernmental agencies) from discharging, threatening, or discriminating against public employees based on compensation, terms, conditions, location, or employment privileges because the employee communicates with an elected official.

Allows persons alleging violations to bring civil actions for injunctive relief, damages, or both within 90 days of the alleged violation, with damages including reasonable attorney fees.

Permits courts to order reinstatement of terminated employees, back wages, restoration of fringe benefits and seniority rights, and payment of litigation costs including reasonable attorney fees and witness fees.

Does not diminish rights under collective bargaining agreements or protect disclosures that violate state or federal law or breach confidentiality protections under statutory or common law.

Takes effect 90 days after enactment.
