• Creates the Michigan Infrastructure Council within the Department of Technology, Management, and Budget to coordinate statewide infrastructure planning and management.

• Council consists of 9 members appointed by the Governor (3), Senate Majority Leader (2), House Speaker (2), Senate Minority Leader (1), and House Minority Leader (1), with members serving 2-year terms.

• Members represent infrastructure technical experts, financial and procurement experts, state departments, and regional entities with knowledge in transportation, water, energy, and communications sectors.
