Removes the requirement that an intermediate school district must be comprised of fewer than 5 constituent districts to qualify for disorganization.

Allows an intermediate school district with no bonded indebtedness to be disorganized and have its constituent districts attached to one or more contiguous intermediate school districts.

Requires approval from at least 50% of constituent districts representing at least 50% of combined student membership before the intermediate school board can prescribe a disorganization plan.

Honors constituent districts' preferences for which contiguous intermediate school district they attach to, unless the designated district is not contiguous.

Disorganization becomes effective July 1 following superintendent of public instruction approval, with assets and tax liabilities equitably distributed among affected intermediate school districts.
