Amends the Safe Drinking Water Act to establish lead action levels in drinking water of 10 parts per billion beginning December 31, 2017, and 5 parts per billion beginning January 1, 2021.

Authorizes the department to establish lower lead action levels by rule and directs it to make every effort to achieve zero parts per billion as a goal.

Prohibits the department from promulgating rules requiring addition of substances for preventive health care purposes unrelated to drinking water contamination.

Expresses legislative intent to appropriate funds to local governments owning community or nontransient noncommunity water supplies to offset increased compliance costs for meeting lead action level standards.

Takes effect 90 days after enactment into law.
