Amends Michigan's procurement law to require the Department of Management and Budget to solicit competitive bids from the private sector whenever practicable, and determine competitive solicitation is inappropriate before using alternative procurement methods.

Establishes exemptions from competitive bidding for procurements necessary for imminent public health or safety protection, emergency repairs, and responses to declared states of emergency or energy emergency.

Creates a 5% annual procurement spending goal for qualified disabled veterans (businesses 51% or more owned by veterans with service-connected disabilities) and requires annual reporting to the legislature on progress toward this goal.

Mandates that beginning October 1, 2017, state contracts must include representations and agreements that contractors are not engaged in boycotts of persons based in or doing business with strategic partners as defined in federal law.

Exempts bids, quotes, proposals, trade secrets, and proprietary information from disclosure under the Freedom of Information Act until final contract award notification.
