Terminates all plans, programs, and expenditures related to Common Core standards implementation, including Michigan College and Career Ready Standards, effective upon enactment to the extent permitted by law or contract.

Requires the state board and department to adopt new statewide academic content standards within 90 days based on Massachusetts standards from the 2008-2009 school year for English language arts, mathematics, science, and social studies in grades K-12, with modifications for Michigan history, government, and recent scientific developments.

Prohibits the state board and department from adopting any national or multistate consortium standards and requires all academic content standards be developed independently by Michigan, with final control retained by the state over K-12 curriculum standards.

Requires the department to adopt state assessments based on Massachusetts assessments from 1997-2007, aligned to the new standards, that prohibit collection of student values, attitudes, beliefs, personality, medical, behavioral, biometric, or psychometric data.

Allows parents to opt children out of state assessments with no negative consequences and mandates school districts hold at least two public hearings before adopting instructional programs aligned to state academic content standards.
