Clarifies that "field name" means the label or identification of a computer database element containing specific information, including column headers, data dictionaries, or record layouts.

Defines "FOIA coordinator" as either an individual who is a public body or an individual designated by a public body to accept and process Freedom of Information Act requests.

Removes legislative branch agencies, boards, commissions, and councils from the separate subsection previously listing them and integrates them into the general definition of public bodies subject to FOIA requirements.

Excludes individuals incarcerated in state, county, or federal correctional facilities from the definition of "person" for purposes of FOIA requests.

Makes technical corrections to the act, including changing "data base" to "database," "which" to "that," and clarifying that software does not include field names if their disclosure would not violate a software license.
