Establishes the water affordability fund within the state treasury to receive money and assets from any source, with the state treasurer directing investments and crediting interest and earnings back to the fund.

Fund money may be expended upon appropriation to administer the water affordability program and provide eligible customers with assistance for water services, with unspent funds carried forward rather than lapsing to the general fund.
