Senate Bill 88 Summary

• Amends Michigan Vehicle Code to allow cities with populations over 500,000 and school districts with over 30,000 pupils to install automated traffic enforcement safety devices (cameras) on school buses to detect vehicles illegally passing stopped school buses.

• Establishes civil infraction penalties for failing to stop for a school bus: $300 for first offense, $500 for second offense, and $1,000 for third offense, plus court costs and up to 100 hours of community service at a school.

• Permits cities to mail citations to vehicle owners based on automated camera evidence and allows revenue from fines to be distributed to schools for camera installation and law enforcement expenses.

• Adds license suspension requirement for unpaid citations for school bus violations under section 682.

• Effective 90 days after enactment.
