Allows governing bodies to establish promise zones by resolution if determined necessary to promote access to postsecondary education.

Requires governing bodies to hold a public hearing with notice published twice in newspapers and posted in at least 20 public places at least 20 days before the hearing.

Limits the Department of Treasury to certifying no more than 15 governing bodies of eligible entities as eligible to establish promise zones, reviewed on a first-come, first-served basis.

Permits local school districts to opt out of a governing body's promise zone within 90 days by establishing their own separate promise zone, or risk being included in the entity's zone if not established within a reasonable timeframe.

Allows dissolution of a promise zone by the governing body, which terminates the Department of Treasury's certification and does not count against the 15-certification limit.
