Senate Bill 151 Summary

• Prohibits law enforcement agencies and other entities from using unmanned traffic monitoring devices (photo-radar, photo-lidar, closed-circuit television, or similar automated systems) to detect or enforce traffic violations, speed violations, or highway usage violations.

• Defines "unmanned traffic monitoring device" as any system that photographs or records vehicle images where ticketing is fully automated or where an authorized human operator lacks firsthand visual sight of the violation at the time of detection.

• Prevents the Secretary of State from recording or assessing points against an individual's driver's license for traffic violations detected solely by unmanned traffic monitoring devices in other states.

• Modifies driver's license categories in the point system to replace references to "Michigan driver" with "an individual holding an operator's or chauffeur's license in this state" for violations committed in other states.

• Takes effect 90 days after enactment.
