Amends water sample collection procedures to require samples be collected and tested pursuant to United States Environmental Protection Agency procedures and regulations.

Prohibits use of the preflushing procedure when collecting water samples to determine compliance with state drinking water standards for lead and copper.

Establishes administrative fines for water suppliers serving 10,000 or fewer people: $200 for failure to collect required samples, $400 for repeat failures within 12 months, and $400-$1,000 per day per violation for failing to meet drinking water standards (cumulative maximum $2,000).

Establishes higher administrative fines for water suppliers serving more than 10,000 people: $1,000-$2,000 per day per violation for non-compliance (cumulative maximum $10,000), with ability to obtain samples and analyses at supplier's cost.

Directs administrative fines collected to be forwarded to the state treasurer for deposit into the state drinking water revolving fund.
