Allows vehicles with gross weight of 80,000 pounds or less powered by compressed or liquefied natural gas to exceed axle loading maximums by up to 2,000 pounds to account for the weight difference between natural gas and diesel fuel systems.

Exempts agricultural commodity vehicles from seasonal weight restrictions (March-May) if the hauler notifies the county road commission at least 48 hours before pickup or delivery and obtains a permit.

Exempts public utility vehicles from seasonal weight restrictions for emergency work when traveling at speeds not exceeding 35 mph and for nonemergency work when operating under an annual seasonal truck permit with specific conditions and notifications.

Establishes that the axle loading maximums for agricultural commodities and raw timber are increased by 10% but do not apply on interstate highways or roads subject to seasonal weight restrictions during restriction periods.
