Amends the definition of "implement of husbandry" to include vehicles or trailers used exclusively for agricultural, horticultural, or livestock operations, including farm tractors, self-propelled application vehicles, farm wagons, and equipment adapted for transporting implements used in agricultural production.

Establishes a new definition of "autocycle" as a motorcycle equipped with safety belts, rollbar or roll hoops, steering wheel, and standard motorcycle equipment, with no more than 3 wheels in contact with the roadway and no straddle seat.

Modifies the definition of "motorcycle" to include autocycles while maintaining the requirement that motorcycles have a saddle or seat and operate on no more than 3 wheels, and excludes tractors from the motorcycle definition.

Takes effect October 11, 2017, which is 90 days after the bill's enactment on July 13, 2017.
