Repeals section 1280 of the revised school code, eliminating the existing accreditation system under that section and replacing it with a new system under the amended sections.

Requires school district boards to submit annual educational reports to the state board by September 1 each year if they want all schools accredited under the new act.

Mandates each school distribute annual educational reports at public meetings by October 15, including accreditation status, school improvement plans, core academic curriculum information, student achievement data, graduation rates, parent participation rates, and postsecondary enrollment information.

Requires school district boards to post notice of school accreditation status on their website within 20 days after being informed by the department of the accreditation determination.

Takes effect 90 days after enactment into law.
