Secretary of state shall develop and issue fund-raising registration plates by August 1, 2019 for the Detroit Red Wings, Detroit Tigers, Detroit Lions, and Detroit Pistons, each bearing logos submitted by the respective organizations.

Four separate funds are created within the state treasury to receive donation money from sales of the fund-raising plates, with funds invested and remaining balances carried forward without lapsing to the general fund.

Quarterly disbursements from each fund shall be made to the respective team foundations: Detroit Red Wings Foundation, Detroit Tigers Foundation, Detroit Lions Charities, and Come Together Foundation (Detroit Pistons).

Money disbursed to team foundations must be distributed only to eligible nonprofit organizations exempt from taxation under section 501(c)(3) of the internal revenue code.

Effective date is September 30, 2018, with amendments to fund-raising plate development fees, sales goals of 2,000 plates in the first year and 500 original plates annually thereafter, and authorization to develop not more than 20 different fund-raising plates at any one time.
