Changes the minimum wage beginning January 1, 2018 from $9.25 to $15.00 per hour.

Establishes annual minimum wage adjustments beginning January 2019 based on the average annual percentage change in the Consumer Price Index for the Midwest region over the preceding 5 years, capped at 3.5% per increase.

Requires the Wage and Hours Division to post adjusted minimum wage rates on its website by February 1, with adjustments effective April 1 of each year.

Suspends minimum wage increases if Michigan's unemployment rate reaches 8.5% or greater in the year preceding the scheduled increase.

Takes effect 90 days after enactment.
