Amends Michigan's personal identification card law to add security guard agencies and system providers as entities permitted to access personal information from identification records for purposes allowed under the statute.

Adds three new categories of licensed security entities authorized to access personal information: (i) private detectives/investigators licensed under 1965 PA 285, (ii) private security guard agencies and alarm contractors licensed under 1968 PA 330, and (iii) security guard agencies licensed under article 14A of the 1980 occupational code, plus system providers registered under 2012 PA 580.

Restricts access of source documents (copies and images) retained by the secretary of state to only two purposes: use by governmental agencies and for individuals requesting their own information or designating a recipient.

Effective date is January 1, 2018.
