Amends Section 208c to allow private detectives, security guard agencies, and security alarm system providers licensed under Michigan law to access personal information from motor vehicle records for purposes permitted under the section.

Expands Section 208c to include three types of licensed security entities: private investigators under the Professional Investigator Licensure Act, private security agencies under the Private Security Business and Security Alarm Act, and security guard agencies under the Occupational Code.

Amends Section 698 to permit private security guard vehicles, alarm company vehicles, and registered security system provider vehicles to display flashing, rotating, or oscillating amber lights, but only when stationary on public highways.

Specifies that amber warning lights on security vehicles shall not be activated when the vehicle is in motion on a public highway.

Takes effect January 1, 2018.
