Requires school districts and public school academies operating elementary schools to provide at least 2 music class periods per week to students in grades K-5, with each class period lasting at least 30 minutes, beginning in the 2018-2019 school year.

Mandates that all music instruction classes be taught by a certificated teacher with a JX or JQ endorsement issued by the state department.

Requires schools to employ at least 1 certificated music teacher with JX or JQ endorsement for every 400 pupils enrolled in grades K-5.

Mandates adoption and implementation of a music curriculum consistent with state and national standards, along with dedication of at least one classroom or teaching space for music instruction in each elementary school building.

Requires school districts and public school academies to establish and maintain an appropriate budget for elementary music instruction.
