Requires the Michigan Department of Transportation to maintain a public database containing detailed information on all road and bridge projects funded wholly or partly by state revenue.

Department must collect and publish 19 data points for each project including project cost, funding sources, lane miles, design life, load profiles, completion date, current condition, and names of responsible parties for design, construction, and certification.

Data must be provided in tab-delimited or Excel format in a single "road construction transparency data file" with one row per project, updated within 30 days of project completion and road condition status updated at least every 2 years.

Database must be posted online and made available for public download.

County road commissions, cities, and villages receiving state transportation funds must provide all required information to the department for their projects, with project managers required to testify before legislative appropriations subcommittees if the department fails to comply within 60 days of project completion.
