Amends Michigan Public Health Code Section 2822 to add provisions for reporting live births that occur during attempted abortions where the mother refuses to assume custody.

Requires live births occurring during attempted abortions to be reported with parents listed as "unknown" and the newborn listed as "Baby Doe," following the same procedures as institutional or non-institutional births depending on location.

Adds a new definition of "surrender" referencing the safe delivery of newborns law (MCL 712.1) to the definitions section of the statute.

Removes the cross-reference to the definition of "abortion" in Section 17015, replacing it with the definition of "surrender" from the safe delivery of newborns law.

Takes effect 90 days after enactment.
