Creates the Educational Instruction Access Act to limit local government power to restrict property sales, leases, or transfers based on educational use.

Prohibits local governmental bodies from adopting ordinances, policies, or resolutions that ban property from being used for lawful educational purposes by schools, school districts, community colleges, or private schools.

Voids any existing deed restrictions that prohibit educational use of property sold, leased, or transferred by local governmental bodies as of the effective date.

Prevents local governments from refusing to sell, lease, or rent property to educational institutions solely because of intended educational use, though they are not required to sell to these entities.

Allows the Attorney General, county prosecutors, or aggrieved educational institutions to seek injunctive relief in circuit court if a local government fails to comply within 30 days of written notice, with successful educational plaintiffs eligible to recover court costs and attorney fees.
