SB-0257 Summary

• Creates the "Athletes with Intellectual and Developmental Disabilities Empowerment Commission" within the Department of Health and Human Services, with 14 members including the lieutenant governor (ex officio), athletes, mentors, legislators, university representatives, and Special Olympics Michigan representatives.

• Establishes the Athletes with Intellectual and Developmental Disabilities Empowerment Fund within the state treasury to receive donations and generate investment income that does not lapse at fiscal year-end.

• Commission shall promote recreational opportunities and athletic competitions, educate the public on athletic benefits, develop training programs, increase university participation, and attract events and championships for athletes with intellectual or developmental disabilities.

• Fund expenditures (upon appropriation) limited to athlete training, identifying athletic participation opportunities, providing educational materials, and evaluating individuals for intellectual or developmental disability placement.

• Commission members serve 4-year terms (initial members staggered at 1, 2, and 3 years), meet at least quarterly, and serve without compensation but may receive expense reimbursement.
