Establishes the "Child Abuse Offenders Registration Act" requiring persons convicted of child abuse offenses under Michigan Penal Code section 750.136b to register with state police.

Requires registration by persons domiciled, temporarily residing, working, or enrolled as students in Michigan for 30+ days per calendar year, including out-of-state convicts and those from other states already required to register.

Mandates registration period of up to 10 years (5 years for fourth-degree child abuse) as determined by court at sentencing, with registration fees of $50 for initial registration and annually thereafter, capped at $385 total.

Requires registered persons to report in person for verification, with reporting frequency of once annually for misdemeanor convictions and four times yearly for felony convictions; mandates reporting of address changes, employment changes, student enrollment, and temporary residences exceeding 7 days.

Establishes penalties for violations including felony charges (up to 4-10 years imprisonment depending on prior violations) and creates civil cause of action for treble damages if registration information is illegally disclosed; act takes effect 90 days after enactment contingent on enactment of SB 261.
