Modifies the fireworks safety fund created within the department of treasury to clarify fund administration and investment procedures, with interest and earnings credited to the fund and no lapse to the general fund at fiscal year end.

Requires 100% of fireworks safety fees to fund firefighter training under the firefighters training council, and 100% of consumer fireworks safety certificate fees to administer the fireworks act and pay delegation costs to local governments.

Establishes a delegation program allowing local units of government to conduct inspections, with the department paying 70% of consumer fireworks safety certificate fees to participating localities and retaining 30%.

Takes effect January 31, 2018, contingent upon Senate Bill 264 of the 99th Legislature being enacted into law.
