Enacts the Interstate Library Compact into Michigan law, effective November 21, 2017, allowing Michigan to cooperate with bordering states that join the compact.

Authorizes state officials and political subdivisions to enter into agreements for joint or cooperative library services, facilities, personnel, and equipment across state lines when distribution of population makes interstate provision most effective.

Requires cooperative agreements to detail services provided, allocate costs and financial responsibilities, specify rights and duties of parties, and establish terms for duration, renewal, termination, and disposal of joint property.

Designates a compact administrator in Michigan to file copies of all interstate library agreements and coordinate with administrators from other participating states.

Allows any party state to withdraw from the compact by legislative notice, with withdrawal effective 6 months after notice, but does not relieve parties from existing agreement obligations.
