Modifies State Construction Code Commission membership to replace permanent designees from four advisory boards (barrier free design, electrical, plumbing, and mechanical) with designees from the chairpersons of those boards.

Increases appointed governor members on the commission from 12 to 12 residents, with specified representation including one each from industrial management, architecture, engineering, building contracting, organized labor, and premanufactured building; three from municipal building inspection; two from general public; and one licensed residential builder.

Clarifies that state fire marshal or designee from the Bureau of Fire Services certified as fire protection specialist or fire inspector by the National Fire Protection Association serves on the commission.

Renumbers and clarifies existing provisions regarding member appointment terms (4 years for post-2006 appointments), quorum requirements (9 members), meeting procedures, officer elections, and commission independence from the department director except for budgeting, personnel, and procurement functions.

Takes effect 90 days after enactment.
