Increases recount petition filing fees to $250.00 per precinct when vote margin exceeds 75 votes or 5.0% of total votes cast for single-candidate races, or when margin exceeds 75 votes or 5.0% between the lowest-vote winning candidate and petitioner for multi-candidate races.

Establishes intermediate fee of $125.00 per precinct when vote margin exceeds 50 votes or 0.5% of total votes cast, with this fee applying when the larger threshold is not met.

Maintains base filing fee of $25.00 per precinct for recounts with smaller vote margins.

Provides for refund of deposited fees if the recount establishes sufficient fraud or mistake to change election results, or if a precinct is deemed "not recountable" or not recounted due to petition withdrawal (except when ballots were actually examined and recounted).

Becomes effective August 1, 2018.
