Creates a land exchange facilitation and management fund in the state treasury to be administered by the Department of Natural Resources, with carryover of unused funds to subsequent fiscal years.

Authorizes fund use for purchasing land for natural resources management consistent with legislative strategic plans, and for costs associated with selling surplus land and purchasing new land including appraisals, surveys, environmental assessments, and closings.

Requires assessing districts to submit assessment statements by December 1 annually, with 5% monthly penalties beginning in 2014 for late submissions after January 1.

Charges assessment payments from state school aid fund for local school district and community college portions, with remaining balance split between department restricted revenue (up to 50%) and general fund.

Increases annual commercial forestland payments from $1.30 per acre beginning January 1, 2022, with additional 5-cent increases every 5 years thereafter.
