Establishes a Commission on Pay Equity within the Department of Civil Rights to develop pay equity standards and guidelines.

Comprises the commission of the director of the Department of Civil Rights (chair), director of Michigan Economic Development Corporation, and eight members appointed by the governor representing the Michigan Women's Commission, Michigan Chamber of Commerce, Michigan State AFL-CIO, United Auto Workers, Small Business Association of Michigan, National Organization for Women Michigan chapter, Michigan Women's Studies Association, and Michigan Farm Bureau.

Directs the commission to develop definitions of comparable wages using criteria of composite skills, responsibility, effort, education or training, and working conditions, and to hold meetings and hearings to create models and guidelines for employers and employees.

Requires the commission to present findings and recommendations to the legislature, governor, and public no later than 1 year after the governor appoints its members.

Subjects all commission meetings to the Open Meetings Act and all records to the Freedom of Information Act; takes effect 90 days after enactment.
