Requires the Department of Talent and Economic Development to submit an annual report to the governor by November 1 each year projecting employment, production, labor force levels, and unemployment for the subsequent 5 years.

Mandates the annual report include analysis of employment opportunities by sector, unemployment by type and area, identification of underserved populations by race/age/sex/education/location, and current and projected pay differentials between men and women performing the same work.

Requires the governor to submit a biennial employment plan in odd-numbered years with recommendations to increase unsubsidized employment, improve employability of unskilled workers, create subsidized jobs, enhance education effectiveness, propose employment-creating legislation, and decrease wage disparity between men and women.

Requires recommendations involving appropriations to include resource requirements, and other recommendations must include sufficient explanation of proposed action and responsible agencies.

Mandates all state departments cooperate with the Department of Talent and Economic Development in collecting data and advising on priorities to achieve employment plan goals, and requires annual governor's report on federal decisions affecting state employment or financing.
