Exempts farm vehicle drivers from federal regulations regarding employment applications, investigations, road tests, hours of service, and medical qualification requirements for intrastate transportation.

Exempts self-propelled implements of husbandry and implements of husbandry being drawn by farm equipment from all provisions of the act for intrastate transportation.

Exempts employees of public utility, telephone, or cable television companies from driver qualification provisions when not regularly employed as drivers and not operating commercial motor vehicles.

Allows combination vehicles with 26,000 pounds or less actual/rated gross weight (trailer/semitrailer 15,000 pounds or less) to use surge brakes for intrastate operation; prohibits surge brakes on vehicles transporting hazardous materials requiring placarding or designed for more than 8 passengers.

Limits seasonal construction operators in intrastate commerce to 70 hours on duty in 7 consecutive days (or 80 hours in 8 consecutive days) and 12 hours operation or 16 hours on duty per day; effective October 25, 2017.
