Amends licensing fee structure for residential builders, maintenance and alteration contractors, salespersons, and branch offices under Michigan's occupational code.

Sets application processing fee at $15.00 and examination fees ranging from $20.00 to $50.00 depending on exam type.

Establishes annual license fees of $60.00 for the first license cycle (beginning after June 1, 2008) and $50.00 per year for renewal licenses.

Creates the builder enforcement fund to receive allocations: a one-time $30.00 from initial license fees and $5.00 from each $50.00 renewal fee (unless fund balance exceeds $3,000,000).

Directs fund expenditures toward enforcement of unlicensed residential builder activity and grants to statewide residential building associations for workforce development; takes effect 90 days after enactment, contingent on Senate Bill No. 340 being enacted.
