Establishes a new salesperson license issued by the alcoholic beverage commission for employees of beer, wine, spirits manufacturers, wholesalers, vendors, and brokers who sell or promote alcoholic liquor to retailers.

Requires applicants to complete an approved salesperson accreditation program covering regulatory provisions, brand promotion rules, and cash-only sale requirements, except for employees of spirits manufacturers, vendors, and certain brokers.

Sets salesperson licenses to expire on April 30, 2020 if issued before that date, then renewable every 3 years thereafter with fees established by the commission.

Exempts individuals who only perform non-sales tasks like building displays, marking prices, rotating inventory, or stocking shelves, and permits licensed drivers to deliver products without a salesperson license.

Effective April 15, 2018; allows the commission to approve accreditation programs offered by manufacturers, wholesalers, vendors, or qualified trade associations.
