Allows manufacturers selling direct to retailers and wholesalers to refund or replace beer and wine for specified reasons including outdated products, defective products, delivery errors, discontinued items, and formula or label changes.

Permits refunds for beer within 30 days of its out-of-date code without requiring replacement.

Allows refunds when beer or wine may no longer be lawfully sold, when a retailer's business terminates, or when a seasonal retailer's inventory is likely to spoil during off-season.

Restricts refunds and replacements to beer or wine that the manufacturer or wholesaler originally sold to the retailer.

Takes effect January 15, 2018 (90 days after enactment on October 17, 2017).
