Allows the Michigan Superintendent of Public Instruction to issue temporary teaching certificates to spouses of active-duty U.S. Armed Forces members stationed in Michigan.

Requires applicants to hold a current valid teaching certificate or license from another state or the District of Columbia, as determined by the superintendent.

Requires proof that the applicant's spouse is assigned to a duty station in Michigan and that the applicant is also assigned there under their spouse's official active duty military orders.

Temporary certificates are valid for one year and may be renewed annually if the holder continues to meet all requirements.

Allows the superintendent to deny or revoke certificates for fraud, material misrepresentation, concealment in the application, or convictions that would warrant revocation under existing law; takes effect 90 days after enactment.
