Mandates that for projects financed with over $250,000 in assessments, contractors must guarantee a savings-to-investment ratio greater than 1 and compensate property owners annually for any shortfall.

Requires local governments to make PACE program reports publicly available on their websites or at the clerk's office, including program contracts, financing terms, and application processes.
