Adds veteran designation option to Michigan state personal identification cards, allowing veterans to request a designation in a style and format approved by the secretary of state upon providing proof of discharge or separation from armed forces.

Waives the $10.00 personal identification card fee for veterans, homeless individuals meeting specific HUD criteria, seniors 65 and older, disabled individuals, and those receiving certain state or federal benefits.

Requires the secretary of state to consult with the department of military and veterans affairs to determine acceptable proof of veteran status and may share veteran applicant information with the department and county veteran service agencies for benefits eligibility referral purposes.

Establishes a process for law enforcement to access voluntary emergency contact information provided by cardholders through the L.E.I.N. system or other appropriate methods, effective no later than January 1, 2017.

Takes effect 90 days after enactment and amends the 1972 Personal Identification Card Act to implement these veteran designation and expanded fee waiver provisions.
