Prohibits owning, possessing, buying, selling, importing, or exporting animals for fighting, baiting, or shooting, with violations punishable as felonies by imprisonment up to 4 years, fines of $5,000-$50,000, and 500-1,000 hours community service.

Makes it illegal to be present at animal fighting exhibitions, breed or sell fighting animals or their offspring, or possess equipment intended for animal fighting, with lesser penalties of up to 4 years imprisonment, $1,000-$5,000 fines, and 250-500 hours community service.

Requires courts to ban convicted violators from owning or possessing animals of the same species for 5 years and authorizes courts to order payment of prosecution costs and animal care expenses.

Establishes enhanced criminal penalties for inciting or allowing fighting animals to attack people, ranging from misdemeanor charges for non-fatal attacks to felony life imprisonment or 15+ year sentences for fatal attacks caused by owners.

Allows animal control agencies to confiscate and adopt fighting animals or their first and second-generation offspring if found fit for placement, but requires sterilization and disclosure of the animal's fighting history to adopters.
