Secretary of State must develop and maintain an electronic voter registration interface on its website allowing applicants to submit voter registration applications online.

Electronic interface must authenticate applicant identity by verifying last 4 digits of social security number, state ID/driver's license number, full name, date of birth, and eye color from state identification files.

Eligible applicants must be qualified electors possessing a valid Michigan operator's/chauffeur's license, enhanced driver license, official state personal identification card, or enhanced personal identification card.

Applicants cannot use the electronic interface if they ordered a duplicate ID the same day, changed their address on their ID within 10 days prior, or have an expired identification document.

Act takes effect 90 days after enactment (February 13, 2019) and is conditioned on passage of Senate Bills 426, 427, 428, and 429.
